The developer describes Navy 26 as an integrated commercial and services destination rather than just a mall. The built-up footprint does not exceed 12,000 sqm, about 10% of the total land area, which gives the project its “open boulevard” character built around a walkway, greenery and water features.

Construction is planned over 3.5 years. HDP TULUA began receiving expressions of interest (EOI) on 18 October 2026 through refundable reservation deposits, aiming to reach 30% of target sales in this phase.

The design idea is an open boulevard running the length of the land, lined with low-rise commercial, medical and administrative buildings, with water features, fountains and palm-shaded pedestrian paths in the middle. This layout makes Navy 26 a daily destination for residents of October and Sheikh Zayed to shop, work and unwind, not a closed shopping center, which lifts footfall and supports the long-term investment return on the units.
