Rivoli Mall New Capital is a commercial, administrative and medical project developed by Anchor inside the services zone of Bleu Vert compound in the Investors District. It is under construction as of the latest update in October 2026. The project covers 10,815 square meters, and Rivoli prices start from EGP 12.9 million for the smallest office listed, with a 10% down payment and installments over up to 8 years, and delivery in 2027 under one current offer.
About Rivoli Mall
Anchor announced Rivoli in November 2022 with investments estimated at about EGP 3 billion, as part of a wider plan to put about EGP 10 billion into the company’s projects over two years. It is one of three projects in the Bleu Vert services zone, which covers about 26,275 square meters in total, and the land is owned by the Saudi Egyptian Development Company.
Current offers describe the building as an open strip mall of two floors above the car park, with the ground floor for shops, restaurants and cafes and the upper floors for administrative offices. The project’s first announcement in 2022 mentioned a ground floor and three upper floors, a difference we advise settling from the approved drawings. MRB handles facility management after opening, and the engineering firm MEDAD designed it.
Rivoli Mall Location
The mall is in the Investors District within the Bleu Vert area on the Mohamed Bin Zayed South axis, between the Green River and the Seventh District (R7), and close to Al Masa Hotel, the Cathedral, the Government District and the Diplomatic District. A number of residential compounds surround it, which gives it an audience close to residents. For more malls and projects see New Administrative Capital projects.
Areas and Unit Types
The market offers a range of commercial, administrative and medical units:
- Retail shops of 87 square meters, and larger shops of 323 square meters.
- Administrative offices from 45 square meters, with a 91 square meter unit among those available.
- Medical units and pharmacies from 90 square meters.
- Whole buildings with a separate entrance from 540 square meters, under one current offer.
There is no confirmed official figure for the total number of units, and the developer releases only some of them in each sales phase.
Rivoli Prices
Rivoli prices start from EGP 12.9 million for the smallest office listed, as of the latest update in October 2026 on one current offer. In the published examples:
- A 91 meter administrative office: from EGP 12.9 million.
- An 87 meter shop: from EGP 17.8 million.
- A 323 meter shop: from EGP 25.9 million.
Another listing puts the price per meter for offices from EGP 45,000 (a figure that does not match the published unit prices) and commercial units from about EGP 14.4 million, while resale listings show shops at about EGP 13.2 and 17.1 million. Prices vary by floor, area and plan, and they change constantly.
Payment Plans and Delivery
The announced plan is a 10% down payment with installments of up to 8 years and no interest or extra fees, with a cash discount of up to 30% under one current offer. Current offers show minimum monthly installments starting from about EGP 121,000 for an office and EGP 167,000 for a small shop on the longest plan.
The delivery data conflicts: one version says mid-2027, while Anchor announced at launch that it was targeting June 2025, and resale listings show a build year of 2028. So ask for an updated written schedule before contracting and check the completion rate on site.
The Developer
The developer is Anchor Developments. Current offers describe it as a real estate development arm of Al Sarh Holding Group, and one mentions more than 30 years of experience in contracting, which is marketing information that is not consistent. Rivoli is one of its most prominent commercial projects in the New Administrative Capital, alongside other projects inside the Bleu Vert services zone, so we recommend reviewing its track record and delivery schedules before booking.
Services and Facilities
Current offers list the following services inside the mall:
- A secured car park for about 423 cars (another version says 470), with electric vehicle charging points.
- 4 elevators and shared meeting rooms on every floor.
- Green areas of up to 70%, fountains and a kids’ play area.
- ATMs, banking services, restaurants and cafes.
- Solar energy, smart glass, waste management and recycling, under one current offer.
- Security, surveillance cameras, electronic gates and fingerprint entry.
Who Rivoli Mall Suits
The project suits an investor looking for a commercial or administrative unit in a growing residential setting directly on the Green River, and a clinic or pharmacy owner looking for a spot near Bleu Vert and its neighboring compounds. It also suits those who prefer buildings with specialist facility management and a large car park.
Rivoli and Its Commercial Surroundings
Rivoli sits in an area with several neighboring service and residential projects. The advantage of this pattern is that the mall benefits from the traffic of Bleu Vert residents and the surrounding compounds, and from visitors passing along the Mohamed Bin Zayed axis. The challenge is how quickly the district fills up, because the return on shops and restaurants depends on the actual number of residents and not on the number of units sold. We therefore recommend visiting the site and checking occupancy rates in neighboring projects before you choose a unit type, since offices and clinics are less sensitive to this factor than shops.
Other important questions are whether the unit is delivered fully finished or as red brick, whether you bear the cost of the exterior finishing and facades, and what the maintenance deposit is and when it is paid. Ask for these items in writing in the contract annex.
If you are comparing Rivoli with other malls in the capital, focus on three things: the unit price after the cash discount, the actual monthly installment, and the expected delivery time. Some units may look cheaper but load you with handover payments, a maintenance deposit and parking fees that change the final cost picture.
Notes Before Booking
Check the actual number of floors in the approved drawing, the net and shared area of the unit, and the size of the car park and the number of elevators. Ask about the current delivery date compared with the one announced at launch, and about the state of the unit, whether it is plastered or finished. Compare the developer’s unit price with resale listings, since the gaps between them show whether prices are high or not.
