Spinner Mall New Capital is a commercial, administrative and medical project by Radix Development in the multi-use zone MU23, on plot E8 on Al Amal Axis between residential Districts 2 and 3. The plot covers 10,742 sqm. The project is under construction as of October 2026, and no official handover date has been announced yet.

About Spinner Mall New Capital

The project has three buildings: Building A for retail shops, Building B for administrative offices and Building C for clinics and medical centers. It rises from the ground floor through 11 typical floors, above three basement levels for parking. Retail occupies the ground floor up to the second floor, while offices and clinics run from the third floor to the eleventh. Announced investments are about EGP 2.5 billion, announced at the July 2024 launch, with a sales target above EGP 3 billion over three years.

The design is built around two interlocking circular masses that give the project its name, Spinner, with glass facades, an open plaza and water features.

The mall is on plot E8 in zone MU23 on Al Amal Axis, facing the largest square on the axis, and between Districts R2 and R3, among the longest-inhabited districts of the New Administrative Capital. This is one of the capital’s most active commercial zones thanks to its closeness to occupied districts and to the Green River. The project has multiple entrances and exits.

Unit Sizes and Types

Units are small, to suit the individual investor:

  • Building A shops: 38 to 42 sqm.
  • Building B offices: 38 to 45 sqm.
  • Building C clinics: from 45 sqm.

Units are delivered fully finished: floors, ceilings, electrical and plumbing connections, glass facades, central air conditioning and internet cabling.

The Developer

Spinner Mall New Capital | aerial view of the mall and surrounding buildings

The developer is Radix Development, the Egyptian arm of the Saudi Moufak Holding Group (founded in 1965). It began work in Egypt in 2018 under the name Al Salmaniya Real Estate Development. Its projects in the New Administrative Capital include Ray Residence and Radix Agile, alongside Spinner. The consulting office Arkrete handles the engineering works, Etqan handles financial and marketing consulting, and UCAC handles construction.

Services and Facilities

The announced services include:

  • Panoramic elevators, escalators, central air conditioning, individual air conditioning for each unit and backup generators.
  • High-speed internet, 24-hour security and surveillance cameras.
  • Three underground parking levels and multiple entrances and exits.
  • An open plaza, water features and fountains.
  • The Spinner restaurant, described as the first of its kind in the capital, plus meeting and conference rooms.
  • ATMs for several banks, alarm systems and automatic fire-fighting.

Who Spinner Mall Suits

The project suits the small investor who wants an administrative or medical unit at a relatively low entry price (from EGP 3.86 million), and the no-down-payment or low-down-payment plans suit those who prefer installments. Shops cost far more, and their return depends on the success of commercial traffic in the area. Because zone MU23 holds many commercial projects, study the competition and occupancy before buying to rent out.

Notes Before You Book

Ask about the actual construction stage on site and the written handover date, and about the identity of the mall operator and the plan for managing the commercial activity. Make sure the announced unit area is the net area, because it may include outdoor space. Compare prices before and after discounts on the same basis.

Office, Clinic or Shop: How to Choose

An administrative office is the lowest-priced option and needs a tenant from small companies or freelancers, which suits someone looking for a quick entry with a smaller sum. A clinic suits doctors or investors who rent to doctors, and its average price per meter is close to offices but is tied to Building C being reserved for medical activity. A retail shop is the highest priced and carries the highest risk and potential return, because its value is tied to visitor traffic along the walkway and the plaza. Choose the activity that fits your budget and experience.

How to Read the Discounts in Spinner Plans

The discount announced in each plan is calculated on the list price, and it changes as the down payment drops and the period shortens. A no-down-payment plan over four years with a 17.5% discount may cost less in total than a 10% down payment plan over seven years with a 10% discount, but its annual installment is higher. So calculate the total paid, compare the installment against your ability to pay, and ask for the list prices before and after the discount for each plan in writing.

About the Name Spinner and Its Design

The name Spinner comes from the shape of the circular building wrapped in an interlocking form. This visual identity stands out in the glass facades with their curved lines, an element that matters to businesses that depend on visibility, such as restaurants and upscale clinics.
