- About the developer
Alam Al Roum North Coast is an integrated coastal city developed by Qatari Diar in partnership with the New Urban Communities Authority, east of Marsa Matrouh. It is under implementation following the partnership agreement signed in November 2025. The project covers 4,900 feddans with a 7.2 km Mediterranean waterfront and investments of about USD 29.7 billion. SeaLine Estates villas inside the project start from EGP 16 million (last updated October 2026), with delivery in December 2030. To compare with the other major coastal projects, see Modon Ras El Hekma and Ten Islands Ras El Hekma.
Alam Al Roum location and kilometer
The project is in the Alam Al Roum area east of Marsa Matrouh city in Matrouh Governorate, on the north-western coast, and is reached via the Alexandria-Matrouh road. The kilometer marker and the distance from Marsa Matrouh have not been announced, so we recommend pinning the location on the developer’s map before any site visit. The area lies further west than Alamein and Ras El Hekma. It is a relatively undeveloped coastal corridor that feels quiet while basic services remain within reach.
Project area and master plan
Qatari Diar and the New Urban Communities Authority signed the development agreement on 6 November 2025 for 4,900.99 feddans in the Samala and Alam Al Roum area. The plan allocates about 60% to residential use, 15% to services and 25% to roads, squares and green space, with artificial lakes, golf courses, a marina, more than 4,500 planned hotel rooms, hospitals, schools and universities. The announcing parties expect more than 250,000 direct and indirect jobs.
Investments total USD 29.7 billion, including USD 3.5 billion in cash with the rest as an in-kind contribution, and the Authority receives 15% of net profits after development costs are recovered.
Available areas and units
The first units on offer are the SeaLine Estates villas, with these areas:
- 5-bedroom villa, models V31 and V32, at 307 m² and 331 m².
- 5-bedroom villa, model S32 at 326 m² and model S31 at 391 m².
- 5-bedroom villa, model S41, at 453 m².
- 6-bedroom villa, model S61, at 601 m².
The villas have 8 bathrooms per unit and a roof area of up to 73 m² in some models, and the plans include a private swimming pool. The total number of units has not been announced at this stage.
Alam Al Roum prices
Prices start from EGP 16 million, based on the listed “launch price”. That is the price of the smallest villa, at 307 m², or about EGP 52,000 per square meter. Prices for the larger models have not been announced, and prices vary by model and location within the plan. Qatari Diar has not published an official price list, so we send you the actual available prices on WhatsApp when you get in touch.
Payment plans and delivery
No down payment percentage or installment period has been announced for Alam Al Roum yet, and there is no official payment plan, so we advise against relying on unverified figures before reviewing the company’s offer. Delivery is in December 2030 (Q4 2030) for the villas on offer, while the land is handed over in two main phases with no set dates, so that date does not mean the whole city will be delivered.
Is Alam Al Roum a good investment?
The project combines a strong developer with a huge master plan, but it is at an early stage: the major infrastructure and facilities (marina, golf, hotels) are still on the plan and not yet built, and the phasing schedule has not been announced. Land and city values may rise as facilities are completed, as has happened at comparable projects, but this is not guaranteed and depends on the pace of execution. Anyone buying now carries the risk of waiting. We suggest comparing the expected return with projects already operating on the coast before deciding.
The developer, Qatari Diar
The developer is Qatari Diar Real Estate Development Company, wholly owned by the Qatar Investment Authority, whose best-known projects include Lusail City in Qatar. It is carrying out the project through a wholly owned company, in coordination with the New Urban Communities Authority. The company was founded between 2004 and 2005.
Beach and services
What sets the project apart:
- A 7.2 km beach on the Mediterranean.
- Open lagoons and artificial lakes.
- Yacht marinas (one international and two local).
- Golf courses, commercial areas and hotels.
- A promenade, a jogging and cycling track and sports facilities.
- Swimming pools, gardens, security and surveillance cameras.
How to read the V and S villa models
The published plans show codes such as V31, V32, S31, S32, S41 and S61 without explaining what they mean. The areas 307, 331, 391, 326, 453 and 601 m² correspond to the models in that order, and the villas range from 5 to 6 bedrooms. Models differ in the position of the pool, the outdoor space and the usable roof, so ask the developer for the plan of the specific model and not only its price.
What is confirmed and what is not about Alam Al Roum
Confirmed in the data: the developer Qatari Diar, the agreement signed in November 2025, the area of about 4,900 feddans, the 7.2 km beach, the USD 29.7 billion investment, and the villa models and their areas. Not confirmed: the payment plan, prices of the larger models, the phasing schedule, the delivery date of the whole city and how many units are currently available for sale. We follow these and clarify them for you when you contact us.
Who Alam Al Roum suits and tips before booking
The project suits buyers looking for a large villa in a new coastal city, in a project carried out by a Qatari sovereign entity, who do not mind waiting until the facilities are complete. Before booking, ask for the official site plan and the contract template, make sure the unit is registered in the announced phase, verify that payments go to the company’s approved account, and compare models by area and view.
It is also worth following the official announcements of Qatari Diar and the New Urban Communities Authority to learn the phasing schedule and when booking opens for each model. What we show today covers units currently on offer, while the rest of the city will be announced in phases. We follow these announcements and update you with the details as soon as they are released.
