The project is developed by Modon Holding, a UAE company founded in 2005 and listed on the Abu Dhabi Securities Exchange since 2017. ADQ appointed it master developer of the project. The company has contracted Orascom Construction to build areas within Ras El Hekma and plans to invest about EGP 45 billion in infrastructure. It has no connection to the Egyptian company Modon Developments, the developer of Villagio and Lagoons. The names are similar, but the two companies are separate.
