Noor City Talaat Moustafa (Noor City, also written Nour City) is a smart residential city being developed by Talaat Moustafa Group (TMG) on about 5,000 feddans opposite the New Administrative Capital. It is still under construction, with units ready for residents in its first phase as of October 2026. The group describes it as Egypt’s first fully integrated smart city. About Noor City Talaat Moustafa

The city was set up through a partnership between the Arab Company for Urban Investment, a Talaat Moustafa Group company, and the New Urban Communities Authority. Housing Minister Assem El Gazzar and Eng. Hisham Talaat Moustafa, the group’s CEO, announced its creation. It targets about 140,000 residential units in apartment buildings and villas, with room for roughly 600,000 residents, along with commercial, administrative, government and service areas. Units went on sale in June 2021, with strong demand on the first day.

On 13 September 2026 the group announced that it had begun handing over the first phase, with more than 4,000 units ready for residents. The first phase includes 800 villas and 240 residential buildings. City services include face-recognition entry, smart internal transport, Wi-Fi in public areas, electric vehicle charging stations, smart home systems and predictive maintenance, plus smart lighting, solar power and water reuse for irrigating green areas.

Location of Noor City

The city is in the Capital Gardens district of New Badr City, which Talaat Moustafa describes as opposite the New Administrative Capital. For that reason we list it under El Shorouk, Badr and New Heliopolis rather than under the Capital itself, although it is sometimes classed under the New Administrative Capital.
